Responsibilities/Job Description:
Area Analyst would be responsible for performing and overseeing a wide range of administrative activities. These could include:
cost control analysis for Region
preparing, consolidating, analyzing, and monitoring annual budgets
performing contract administration functions
training of Area and Region personnel in utilization of automated systems, new computer applications as developed and administrative procedures and forms
periodically participates on Region or Transmission level committees or task teams to develop new administrative programs, procedures, and processes
preparation and maintenance of various records and reports
coordination and implementation of Region-wide administrative activities
other duties and responsibilities as assigned
some activities may require travel
Cost Control Analysis
Reviews, monitors and analyzes actual results versus O&M and Capital budgets.
Reviews financial and statistical data to determine reasons for variances to prepare required documentation.
Reviews and analyzes trends and variances to recommend changes in the usage of resources.
Reviews variance from standard administrative practices, identifies potential problems and notifies supervision of significant deviations.
O&M and Capital Budgets
Assists Areas and Region to prepare, consolidate, and analyze annual O&M and Capital budgets. This involves reviewing historical cost data, interviewing Area and Region personnel, determining required resources including manpower, material, supplies, equipment and associated costs.
Recommends prioritization of activities considering available resources and prepares final documentation for management approval.
Also gathers data related to utilization of Areas' and Region's resources, completes required reports and documents and compares results with established standards and recommends to supervision any required actions.
Contract Administration
Provides administrative coordination of service contract activities within the Region. Prepares, reviews and maintains Region's contracts and service agreements. This includes soliciting competitive bids, verifying contractors have proper licenses and sufficient insurance coverage and insuring contracts are properly sourced and completed in accordance with Company policies.
Conduct periodic audits on contracts throughout the Region.
Training/Computer Systems
Responsible for the training of Area and Region personnel in administrative procedures and methods which include use of personal computer programs/applications and completion of Company/department forms.
Installs and maintains Area and Region automated and manual systems. Determines Areas' and Region's automation needs and creates solutions. Works with Area, Region and Houston personnel to meet such needs.
Process Various Forms and Reports
Prepares, checks, and processes various operating reports required to comply with Company and/or governmental agencies.
Includes O&M and Capital budget variance reports, personnel reports, vacation schedules, employee counts, overtime, DOT compliance schedules, environmental, and other miscellaneous reports as necessary.
Researches and Processes Requests for Information
Prepares and/or assists in research and preparation of requests for information, special projects and reports requested by Transmission, other departments and third parties.
Involves researching, analyzing and compiling data.
Basic/Minimum Qualifications:
Associate's Degree (or 60+ semester hours of college courses) including courses relevant to the position such as accounting, statistics, business administration and computers or equivalent experience.
Two years of business experience, preferably in the natural gas transmission industry, in the following respective disciplines, as applicable: cost and budget analysis, IT systems and procedures analysis, and contract administration.
Desired Qualifications:
Must be able to demonstrate proficiency in Microsoft Office Products such as Word, Excel, Access, PowerPoint or their equivalent.
Capable of multi-tasking, handling numerous concurrent activities and working within deadlines.
Possess excellent skills in oral and written communication, problem solving and reasoning as well as interpersonal skills.
Experienced candidate preferred.
Comments:
This is an in-line progression job. Incumbents may qualify for promotion to Division Analyst Level II by meeting the minimum experience (2 years time in grade) requirements and by demonstrating consistent satisfactory job performance that meets management expectations. We may hire at a higher level based on qualifications and experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
